Advancing Integrated Waste Management in Temanggung Regency

The Sustainable Waste Management Site Visits to Temanggung Regency, conducted on 19–21 November 2025, were organized by Bappenas in collaboration with UNDP Indonesia through the SIPA programme to support Indonesia’s transition toward integrated and circular waste management. The visit formed part of a comparative study on sustainable waste treatment technologies—particularly Refuse-Derived Fuel (RDF) and Waste-to-Energy (WtE)—and reviewed Temanggung’s readiness for developing the Integrated Waste Treatment Facility/Tempat Pengolahan Sampah Terpadu (TPST) Sanggrahan under the Solid Waste Management for Sustainable Urban Development (SWMSUD) Programme. Activities included coordination meetings with central and local government stakeholders, a review of the TPST Sanggrahan feasibility study, and site visits to the proposed TPST location and the 3R-Based Waste Processing Facility/Tempat Pengolahan Sampah 3R (TPS3R) Tanurejo Village, a recognized best practice for community-based waste management.

The review found that the TPST Sanggrahan feasibility study is largely robust, scoring 90.2%, and the project is financially and economically viable, though improvements are needed in primary data collection, mass balance analysis, and reduced dependence on Material Recovery Facility (MRF) revenues. Key recommendations include adopting a Regional Public Service Agency/Badan Layanan Umum Daerah (BLUD) management model in the short term, strengthening waste service tariffs and collection performance, enhancing upstream waste segregation, and securing long-term offtaker agreements. The TPS3R Tanurejo Village demonstrated effective operational practices, including segregated collection, consistent record-keeping, and community engagement. Overall, the visit strengthened coordination between stakeholders and contributed to improving Temanggung Regency’s preparedness for implementing sustainable, end-to-end solid waste management reforms.
