Policy Brief – RDF Business Model and Best Practice in Indonesia (English Version)

This policy brief presents key policy insights on the development of Refuse-Derived Fuel (RDF) within Indonesia’s waste management system. It highlights major challenges in RDF implementation, including limited financial viability, institutional constraints, and the lack of long-term offtake agreements.

Based on lessons learned from selected RDF facilities, the brief emphasizes the importance of strengthening upstream waste management systems, improving waste service fee collection, and aligning facility design with market demand. It also provides policy recommendations, positioning RDF as a complementary solution within an integrated waste management framework.
