Policy Brief: Strengthening the Quality of Feasibility Studies for Waste Management Projects provides a concise overview of the policy rationale for transforming feasibility studies (FS) from administrative requirements into strategic decision-support tools for public investment. Drawing on the review of waste management projects across Indonesia, the publication highlights recurring challenges that undermine project implementation, including weak investment justification, unrealistic technical and market assumptions, limited institutional capacity, and the absence of integrated risk management and implementation readiness assessments within conventional FS practices.

The policy brief recommends adopting the Five Case Model (5CM) as a national framework for preparing and evaluating waste management feasibility studies, complemented by a decision-oriented approach and decision gate classifications of READY, CONDITIONAL, and NOT READY. By strengthening the quality of pre-investment planning, this publication aims to support national and local governments in making more credible and evidence-based investment decisions, reducing project implementation risks, improving the effectiveness of public financing, and accelerating the delivery of sustainable and implementation-ready waste management infrastructure.
