Sustainability and Investment Readiness of Waste Infrastructure in Indonesia (Available in Bahasa Indonesia only)

Developed under the partnership between the Ministry of National Development Planning (Bappenas) and UNDP through the Sustainable Infrastructure Programme in Asia (SIPA), this study addresses recurring waste infrastructure operational failures in Indonesia, which predominantly stem from systemic ecosystem unreadiness—including unconfirmed downstream offtakers, feedstock instability, and misaligned contractual risk sharing—rather than technical limitations alone. Using Refuse-Derived Fuel (RDF) as a focal case study across the end-to-end value chain, the report introduces the Rapid Investment Gate Assessment (RIGA) diagnostic tool to evaluate municipal maturity across six governance pillars and route projects into eight viable financing modalities, accompanied by a comprehensive Technology Readiness Matrix to guide subnational governments in screening eight waste treatment technologies before committing capital to formal feasibility studies.
