Produced through a strategic partnership between the Ministry of National Development Planning (Bappenas) and UNDP via the Sustainable Infrastructure Programme in Asia (SIPA), this bridging report diagnoses 40 structural gaps in Indonesia’s municipal waste management, highlighting that chronic funding shortages stem from systemic failures in converting capital into operational services—where 72% of total financial needs represent recurrent operational expenditures (OPEX) routinely overlooked by CAPEX-biased planning. The publication maps these challenges across five policy clusters and applies a two-axis decision framework (cost of inaction versus execution readiness) alongside a dedicated emergency triage track, demonstrating that aligning cross-ministerial data, standardizing subnational budget architecture, and securing municipal fiscal commitment must act as the essential entry gates before public funding or market capital can realistically sustain upstream municipal operations.
