Integrated Waste Financing Framework: Case Studies on Unrealized Financing in the Upstream and Midstream Waste Management Chain (Available in Bahasa Indonesia only)

Forming an integral component of the Sustainable Infrastructure Programme in Asia (SIPA) initiative by the Ministry of National Development Planning (Bappenas) and UNDP, this case study report investigates the underlying paradox of Indonesia's municipal solid waste sector: while legal umbrellas, macro budget allocations, and financing instruments formally exist, a vast majority of municipalities remain in waste emergency status due to systemic breakdowns in converting promised funds into functional operational services across upstream and midstream chains. The study establishes a robust taxonomy of four unrealized financing mechanisms—Unfunded Mandate (decentralized service obligations lacking binding recurring operational funding), Informal Void (unrecognized informal waste-picking and community mechanisms operating entirely outside the formal fiscal registry), Capacity Gap (stagnant tariff structures failing to keep pace with rapid waste volume escalation), and Leakage (resource diversion and systemic material loss)—and substantiates them through international comparative benchmarks and eight targeted empirical cases across Indonesian subnational jurisdictions (such as Cirebon, Bantul, Batu, Sleman, Tegal, Pekanbaru, and Ambon), providing crucial ground-level evidence that community-scale facilities like TPS3R are structurally fragile nodes requiring enforceable legal guarantees for operational expenditures before new capital investments are committed.
